We want to implement a password policy for our users which forces them to change their password based on some interval and password strength. We were testing the same on a set of test users using a "Security Settings" document and an associated policy.

The tests were successful and before implementing the same for all users, we removed the policy for the test users. The "password digest" in the person record of these users has been removed.

However, we noted that these users cannot change their password to a recently used one even though there is no restriction on this. Also, they are not being allowed to change their password to a lesser secure one.

Is there anyway we can reset these users so that they can change their password to anything they want, other than the current password?
